The programme of works was therefore staged and temporary services were provided to enable the works to occur without affecting the operations of the highly technical and sensitive Coronial Services.

The State Coronial Services Centre (SCSC) is located in inner city Melbourne on approximately 13,650sqm. It includes the State Coroner’s Court of Victoria (CCoV) and the Victorian Institute of Forensic Medicine (VIFM).

A feasibility study proposed strategies to position the service for the next twenty years and detailed a 5-6 year complete redevelopment of the building and grounds; and was later extended to include an increased scope of site remediation and additional building works for the new Donor Tissue Bank of Victoria (DTBV). Government funding was approved for the proposed redevelopment at a total project cost of $120M.

During the construction CCoV and the Victoria Police relocated to temporary accommodation in the Melbourne CBD. As VIFM, the DTBV and the CCoV Initial Investigations Unit (IIO) were required to remain operational during this period, these departments needed to remain on the site during the redevelopment. This resulted in approximately 24 phases within 4 separable portions.
